General Background:The NATO CIS Group conducts CIS operational planning and provides deployed/deployable CIS services and support in support of NATO military operations and exercises. The NATO CIS Group is located at the Supreme Headquarters Allied Powers Europe (SHAPE) the Headquarters of Allied Command Operations (ACO), one of the two major military commands of the North Atlantic Treaty Organisation (NATO).Post Context/Post SummaryThe J2/6 Division is the technical coordination authority for Deployable Communication Information Systems and is responsible for the operational integration, coordination, direction and provision of required technical services for the NATO Communications Information Systems Group and NATO Signal Battalions (NSBs).The Deployable Community of Interest (DCOI) Services Support Branch is responsible as the NCISG DCOI Services technical authority to plan, prepare and execute lifecycle management activities for all deployable COI Services matters within NCISG.The incumbent is the senior technical advisor to the NCISG Commander and to the entire NCISG subordinate structure (NSBs and Deployable CIS Modules (DCMs)) on all lifecycle management activities related to the Communities of Interest (COI) services domain for DCIS; he is also responsible to the Head DCOI Services Support Branch for managing the Deployable COI (DCOI) Services Engineering Section.Principal DutiesThe incumbent's duties are:1. Responsible to the Head DCOI Services Support Branch for leading, supervising and managing the DCOI Services Engineering Unit, they analyze and execute the direction from the Branch Head2. Provides focal point for representing the Commander NATO CIS Group concerning all COI/FAS Services matters and requirements (urgent to long-term; static and deployable) at NATO and other international and national headquarters, commands, agencies, conferences, working groups, and boards inside and outside SHAPE.3. Senior NCISG Community of Interest/Functional Area Services (COI/FAS) Technical Advisor; he is also the senior Subject Matter Expert, supporting the design, integration and operation of deployable COI capabilities in accordance with ACO operational requirements.4. Co-ordinates the provision of required functional services for operations and exercises.5. Co-ordinates, collates and validates all overarching interoperability issues, involving DCOI systems and/or major subsystems. Liaise with ACO, ACT, NATO C&I Agency, NATO HQ and subordinates commands to ensure compliance of the DCOI architecture and capabilities with Minimum Military and Federated Mission Network (FMN) Requirements for deployed operations and exercises.6. Analyses, develops and executes the exercise/operations lessons learnt analysis for the identification DCOI services capability shortfalls and initiate appropriate actions to address them.7. Contributes to the NATO capability development process and associated programmes of work. Represents Commander NATO CIS Group at the OPS FS Baseline WG and Situational Awareness – Interoperability (SA-I) WG.8. Provide consultancy services for Deployable COI services to ACO, ACT and Component Commands (CCs).9. Surveys external emerging developments, and evaluates new technologies, standards and methodologies that will have a positive impact on the quality of service.10. Participates in external meetings/conferences that define IT-Standards in the CIS community.11. Responsible for defining the NCISG DCOI personnel education and training requirements.12. Coordinates the allocation of DCOI engineering resources in support of operations and exercises.13. Coordinate and raise initial requirements for new FAS development, amendments to existing requirements and projects.14. Coordinate and raise initial requirements for Urgent Requirement Requests (URR) and Project Submission requests (PSR).15. Coordinate and provide inputs concerning DFAS to ACO operational concepts and plans.16. Provides technical support on Interoperability issues to engineers, contractors and support staff (also at NSBs) for assigned capabilities, projects and programs.17. Deputizes for Chairman of the NATO Deployable FAS (NDFAS) Working Group (WG) and ensures the development of the NDFAS Support Concept.18. Validates DCOI Services requirements from subordinate Battalion requirements.a. Managerial Responsibilities:19. Standard leadership and supervisory duties related to a leadership post:20. Monitors performance and prepares military and/or civilian performance evaluation reports.21. Responsible for the training of the staff.22. Ensures continuous education to stay state-of-the-art regarding evolution of the NATO systems and the introduction of new NATO systems.23. Provides guidance and sets objectives for teams and personnel.Special Requirements and Additional Duties1. The incumbent may be required to perform like duties elsewhere within the organisation as directed.2. Mandatory Deployment Post. The incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries. Such operational deployment may exceed 30 days’ duration up to 183 days in any period of 547 days, and may be on short notice. For NATO International Civilian Staff, acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.3. Normal Working Conditions apply at the static location. Slightly undesirable conditions may apply at the deployed location.Essential QualificationsA. Professional/Experience1) Experience in the operational business processes of COI/FAS services.2) Experience in requirements analysis and engineering.3) Broad experience in Command and Control communication and information systems.4) High level of organisational, coordination and communication skills.5) Practical experience in the use of modern concepts for project management, configuration management, quality assurance and testing.B. Education/TrainingUniversity Degree and 2 years function related experience, or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.C. LanguageEnglish - SLP 3333 (Listening, Speaking, Reading and Writing)Desirable QualificationsA. Professional Experience1. In depth experience in requirements analysis and operational testing of software systems used in military operations.2. Broad knowledge of the principles and practical application of Software Engineering and resources planning, source identification, implementation of Automated Information Systems (AIS) solutions to plans and programmes and monitoring changing requirements of operational systems.3. Experience as a Senior Software Engineer/Requirements Analyst.4. Broad experience in resourcing AIS requirements in support of consultation, command and control (C3).5. Demonstrable evidence in maintaining knowledge of advances in IS engineering.B. Education/Training1. Service Management Certification (e.g. ITIL)2. Project Management Certification (e.g. PRINCE II)3. Course: CCC-ET-22206 - NATO C4ISR Technology Orientation or equivalent4. Course: ETE-MW-3834 - NATO Orientation Course or equivalentAttributes/Competencies1. Personal Attributes:a) Highly competent and skilled engineer, with broad experience on support to COI systems on operations and exercises.b) Supervisory and management duties, as head of a broad team of engineers and technicians dispersed throughout 13 different countries, with direct reporting responsibilities.c) A very high level of independent judgement is required.d) A very high degree of initiative, as he can be deployed commanding an CIS Operations Centre on any NATO operation, mission or exercise.2. Professional Contacts:a) Regular professional contacts with others inside and/or outside immediate organisation on functional matters. Solicits/gives information and provides advice/guidance to ACO, ACT and NATO and external agencies.
