Workplace: Brussels (hybrid)Context and objectives:
The Central Infrastructure (CI) sector of the Infrastructure and Operations (RUN) unit of the Digital Platforms Directorate of the General Secretariat of the Council (GSC) is responsible for the implementation and operational management of the compute and storage infrastructures.The mission of the sector is among others to provide support for the applications of the GSC. Core services that are provided include compute and storage services.The request concerns a senior system administrator specialized in Red Hat Enterprise Linux (or CentOS) Operating System and related technology.
The purpose is to be part of the engineering and operational team in charge of the compute (server) infrastructure of the GSC.Tasks:
  • Participation in the projects with the other teams (developers, software deployment team, network, enterprise architecture team, IT security team)
  • Design of new applications based on Linux servers and/or containers (devops)
  • Study of solutions on the market to continuously improve the compute and storage infrastructure at the GSC
  • Systems operation activities, including setup, installation, tuning, troubleshooting, monitoring and maintenance (including management of firmware patches) of the Linux servers (circa 600):
o installing, configuring and hardening new Linux RedHat servers (physical and virtual)
o updating the image for the automated server deployment
o manage and use the open source infrastructure monitoring for the Linux RedHat (RH) servers + troubleshooting of OS errors
o perform security patching
o manage RH Satellite for distributing packages
o manage RH idM for the admin users on the servers
o manage application service accounts
o manage server certificates and configure SSH keys for non-interactive access
o manage servers via Ansible
o manage containers both on Docker hosts and on Kubernetes clusters
o manage the OS of Oracle physical clusters
  • Incident and Problem Management activities (e.g., fault analysis, diagnosis and resolution)
  • Elaboration of operational guidelines and procedures for the management of the Linux servers and related environment
  • Change and Configuration management activities (e.g., assessment, scheduling, implementation, review)
  • Specification of solutions for operations: Specification of teams (number of persons, competencies), specification of management systems (technology, architecture), specification of any other tools needed in operations such as Configuration Management Database, Knowledge System, etc.
  • Design of management systems and other tools: design of architecture, technical evaluation of alternatives offered on the market, conduct of proof of concept, testing in pre-production environment
  • Implementation of new solutions for operations: migration of new systems in production environment, definition of procedures, training of operators for new procedures, development of tools (customisation or configuration of commercial tools, development of small tools such as websites, databases, etc.)
  • Evaluation of quality and efficiency of operations by definition and implementation of metrics; periodical follow-up of metrics; proposal of measures to improve quality and/or efficiency of operations
Strategic studies:
  • Execution of architecture and technology studies, taking into account all aspects related to architecture and technology decisions, such as, but not limited to, user requirements, evolution of technology and standards, and aspects related to ergonomics, ecological footprint, availability, scalability, maintainability, evolution, installation, migration, operations, finance
  • Definition, preparation and execution of tests or proofs of concept
Engineering tasks:
  • Capacity planning on the basis of usage history and forecasts
  • Migration planning and supervision
  • Inspection and quality assurance during deployment
  • Assessment of performance of solutions; recommendations for improvement
  • Training:
o Assessment of training requirements
o Elaboration of courses
o Implementation of training sessions
o Assessment of training resultsThe above list is not exhaustive. Any other task necessary to achieve the unit's objectives in relation to the requested service profile may be required.Expertise and skills:
  • Red Hat Linux 6.x, 7.x, 8.x
  • Ansible, automation
  • Satellite for patch management
  • Scripting (shell, playbook, python)
  • Hardening of system, vulnerability management
  • VMware virtualization environment
  • Nice to have: Experience on enterprise environment including SAN technology; ESX, vCenter; Hyperconverged environment like Nutanix; Devops, Kubernetes/container technology (Docker, etc.); Infrastructure as a code, Cloud (AWS, Azure), Hybrid Cloud.
  • Excellent knowledge of ITIL best practices in ICT operations
  • Excellent knowledge of human resources aspects of operations such as, but not limited to, competencies, work volumes, change management, training
  • Excellent knowledge of tools for ICT management: standards, market trends, practical implementations
  • Excellent technical knowledge of ICT infrastructure and systems in his/her domain of expertise
  • Recent practical experience with ICT operations in his/her domain of expertise: setup of operations, conducting of operations, implementation and follow-up of SLAs
  • Experience with practical implementations: architecture and technology selection, installation, configuration, test, operations
