We provide expertise for sustainable solutions to development challenges mainly in developing countries.Stantec Framework Contracts UnitStantec’s Belgium office is also the hub of the Framework Contracts (FWC) activities managed in collaboration with the above-mentioned international institutions EC and EIB.As of today, we are currently managing more than 15 different FWC (including FWC SIEA as Consortium leader for lot 1 to 5)1 covering sectors such as environment, renewable energy and energy efficiency, climate change adaptation, water management, sustainable urban development, digital, trade, private sector development and transports.Job descriptionIn a fast-paced environment, you will be actively managing the whole cycle of the request processing, from the TORs understanding and CV selection to the offer submission. You will be reporting to the Business Development Director (BD Director).As FWC Manager, we are expecting you to bring dynamism and continuous willingness to succeed, by applying a positive and structured approach in the management of the “Requests for services” (RfS), being accountable for the submission of offers for each individual assignment to the client following sign-off by the BD Director.Tasks and responsibilitiesUnder the supervision of the BD Director and in collaboration with the FWC assistants and recruiters, the FWC manager will lead the management of individual “Requests for services” and cover the following tasks:
Identification of high-quality experts and tailor CVs for specific assignments; negotiation and agreement on working conditions with the experts;
Coordination of the methodology preparation process; liaise with the Technical Lead and Quality Controllers to ensure high level quality standard of the final output;
Preparation of budget, ensuring that the financial proposal complies with the eligibility criteria of the EU External Aid Programme;
Coordination of efficient communication with clients, partners, and experts;
Support the preparation of annual reports for the clients;
Ensure proper hand-over with the Implementation team at award stage.
Requested profileApplicants should as a minimum have the following qualifications and skills:
A relevant degree with a minimum of at least 5 years of relevant experience;
Understanding of EU technical assistance projects with an external aid focus; experience managing FWC requests would be an asset;
Experience in the sectors covered by Stantec as consortium leader for the SIEA FWC would be an asset;
Customer focus result and quality-oriented approach;
Strong skills in planning & management to budget, schedule & scope (including risk/change management);
Adaptability and resilience: ability to work under strict deadlines and pressure, with hands-on problem-solving skills;
Excellent knowledge of English, and a good working knowledge of French (both spoken and written);
Good drafting and reporting skills: ability to synthesize and structure information, convey clear messages.
